Don't overlook ignorance as a cause. The current owner may not even realize that there is a fill port for the tank separate from the municipal water inlet. If he's trying to fill the tank from the municipal water inlet, then of course it won't work!
It's also possible that the freshwater tank drain valve is open and the owner doesn't realize there's a valve, so that water runs out about as fast as it runs in, so that when filling it won't fill.
Even if neither of those is the reason, until
you try to fill it and see what's not working, you won't know. When you go to look at it, try filling it yourself. You may piss off the owner because you're not taking his word for it, but them's the breaks. Better that than buying an unknown problem with an unknown repair cost.
