Drain on bottom of 1962 Safari

Renovating a '62 safari. when I tried filling up the fresh water tank, saw that the water was just draining out a small hole in the bottom of the trailer which, when I looked in it, appeared to be some kind of valve but it did not appear to have any type of shut off (see pictures). Not sure what this is since there is another drain valve close to it that clearly is a main fresh water drain. anyway...can't fill my water tank till I figure this out.

Does anybody know what this is or if it is necessary?? (I'm thinking of bypassing it with a new pipe)
