City water overflow

When I hook up to city water, I see water coming out of a tube under my 73 Sovereign up by the door. I don't know what these tubes are (there are 2 tubes), and I don't know why water would be coming out. I have not tried to fill my fresh tank and see if it does the same. The water comes out pretty darn fast... a heavy trickle. Any suggestions? Thanks.

It sounds like the low point drain. Those valves under the kitchen sink, in a hole in the floor, and have red handles. It sounds like they are open, but if they are not then you may have a bad check valve.
