what is this?

today whilst polishing i came across big brown splotches on the end cap it looks like acid or something and it really doesn't polish out, is this what burnt through alclad looks like?

It looks like what happens polishing my 59 if I don't really go after the "crud". I am using the grey bar method and when the crud is old and thick I run the bar constantly on my wheel as I go. That gets it done. Then change to the next lighter bar.
