stripping clearcoat on decals

I have a 1980 Caravelle which seems to have clearcoat cracking on the blue decals. Is there anything safe enough to strip the clearcoat and not bother the decals. Also where can I purchase blue decal material to match mine? I also have clearcoat breaking down on my tail light frames. Thanks, Don
