Oxidized and black speckles?

My 71 Sovereign has the white milky clear coat. we are going to polish it and are currently stripping it.
The upper panels have a blackish spec all over them. Not sure what it is but it almost looks like a mold look. I doubt it is, but that is what it looks like.

I am using the PPG aerospace peroxide stripper and have done some test spots on the upper and lower panels. I spread it on with a brush after dark, and scrubbed it off with a medium stiff plastic bristle brush and dish soap and water and the lower panels look ok but kind of rough looking and the upper feels like the clearcoat is stripped off but still looks whiteish.

Should that stuff polish off or is there some other cleaning I need to do first, or after the stripper?

The upper panels were probably already missing the clear coat. The whiteish stuff is probably oxidation & will come off when you polish it. The black specks could be something as simple as sap from a tree. Try using very hot water on a rag to melt the sap & it should come right off. If that doesn't work, you can try bug & tar remover or even a little polish to see if it comes off.

Side question:
When I purchased the PPG stripper it did not come with any instructions or anything. I went online and the PPG website said to wash with an alkaline and recommends Eldorado Neutrakleen II for removing the stripper....Is there an alkaline soap? Where do I find an alkaline soap? Is the alkaline soap in lieu of this neutrakleen or before the neutrakleen?

Irritating...I want to start but not sure of the process now...thank in advance
