Wiring Troubles on USB Circuit?

Replaced a USB port with a Blue Sea #1016 - has an indicator light. The indicator light, however, was not burning steady - it pulsed in and out and my phone wouldn't charge. So connected the Blue Sea to the extra HDMI circuit and it works fine. Not sure what's going on with the USB circuit or whether it's anything to worry about?
