What hardware am I looking for?

This will be hard to describe without pictures. But we have a shelf rack we like on the counter behind the faucet of the kitchen sink. We've used "museum putty" to keep it on the counter even while traveling and it works, until it doesn't.

DW is 100% opposed to using c-hooks and screws in the counter top. So it dawned on me - we removed the blind on the double windows behind the faucet and the plastic clips on the bottom (where you "park" the blind by popping the plastic pin in to the base of the blind) are screwed in to the wall. So if I could find an item with a plate that screws in to the wall, attached to a fixed (not flexible) shaft which ends in a hook or loop that would wrap around the cylinder at the base of the shelf - it would hold it in place perfectly with no holes to be drilled.

I saw this on Amazon - it's not what I want, but it's similar to what I described. Can anyone tell me what piece of hardware I may be looking for?

Would an easier fix be to attach the rack to the countertop using industrial sticky-back Velcro?

Thanks - yes, that's an option too. Currently using some Velcro that has a removable pad for the counter side (like those removable command hooks). But still looking for a more solid option.

Pictures below include these curtain holders installed (upside down) and the rack itself. These are screwed in to the wall behind the sink in the holes the plastic blind clips occupied. Couldn't be happier! [emoji3]. It's the simple things.....
