Removing troublesome stairs

I am a new owner to my first airstream - a 1973 Argosy 23'. I am having a hell of a time removing the stairs which are rusted and appear to be bent. I can slide them back and forth about 3 inches but the right side sticks.

I have cut away the surrounding belly pan to access the bolts. The bolts are completely rusted and I can't get a spanner around them. I am hoping that someone with prior experience can give me some advice.

Should I simply start cutting the outside bolts with a Dremel? What else should I be thinking about?
