Just spoke with a friend who services hotel & restaurant kitchen equipment. He's getting me a couple of 3-inch squares of a 400-type of stainless steel to which a magnet will stick. I'll pop rivet the plate onto the bumper cover (using stainless steel pop rivets) and then I'll be able to just place the magnetic base of the hitch/back-up camera there. Problem solved!

If you can put a thin layer of rubber (or even Mylar, which is thinner and makes for a neater install) between the steel plates and the aluminum trailer, that will help prevent galvanic corrosion of the aluminum under the steel plates.
