Internal wall framing cut / notched?

I went to look at a gutted 1980 Caravelle yesterday. One of the wall panels had been removed and I found this framing which looks like it has been cut or notched out. Is this normal? Should I be concerned?

Normal.

The skin carries most of the load, all the laterals need to do is to hold the skin straight across the span, it is not necessary for the all of the laterals to be tied directly to the vertical members.

(They are effectively connected by the riveted skin)
