I need help with naming a part and figuring out how to use it.

I am a new owner of 1989 excella and I am trying to learn about the systems. I am not sure what it is called but the system that measures if tanks are full does not do anything. I don't have any batteries but I assume it will run on shore power. When I plug in the trailer it won't light up. Can anyone help me figure out what it is called and what is wrong with it. I am trying to trouble shoot one problem at a time. Thanks in advance for your help!!!

That's the monitor panel. It's 12 volt. Put batteries in your Excella. You need them for the 12 volt systems.
