It is hard to say what someone was thinking when they built that. Maybe it was a spare tire holder? A bike rack? I would guess the big square tube might have had caps on the end, and was used to carry the sewage hose?
Anyway, extra weight on the back end is a bad idea. I had a Bambi that had a spare tire holder and other accessories on the back, and it caused rear-end separation - when I looked under the cabinets in the back I could see daylight coming in between the floor and the shell! I hope yours has not suffered any damage.

But the problem is to recover a good bumper because this square tube was welded !
A person good at welding should be able to cut the square tube loose from the bumper and then weld in metal to fill the damaged areas. Some work with a grinder to shape the new welds to the profile of the bumper and then paint. It would take some work, but it could be done.
