Do all these rivets need to come out?

I am doing a shell off renovation...do all these rivets need to come out around the wheel well?Click image for larger version

1959 overlander. I don't have a good picture of it...it's a dual axle.

I'd say yes to the lower row; it's the wheel well. The upper row is just a stiffener so can stay in place.

So the rivets above the rail don't need to be removed?

Correct. The shell is fine to be separated with all the bows and ribs/ stringers/ stiffeners in place.
