Cure for a destabilized stabilizer?

Well we were ready to leave and could not crank 1 of our back stabilizers. On inspection the bolts were off at the inside end. We only found 1. Now were are trying to put it back together but cannot get the rod to go far enough to put on 2 blots like the rest of them have. Also after we had 1 on the stabilizer is higher than the others.

Is that why the rod doesn't come out far enough for 2 bolts to be put on?
