Blind rivet question

I've been having a problem setting blind rivets and need experienced opinions. I have a rivet tool similar to this one.

I have been using 1/8" aluminum rivets with aluminum mandrels. When I attempt to set the rivet about 1/3 of the mandrel breaks off. The rivets are not drawn tight and the remaining stub of the mandrel is not enough for the tool to grab to properly set the rivet.

Am I doing something wrong or is the tool out of adjustment, worn out, or just a cheap tool? It doesn't seem to be a problem with steel mandrels, only the aluminum. I'm open to suggestions.

turn the screw in the backside of the head to the right a quarter turn. It is not gripping hard enough.
