12 Volt System

I have a 1999 airstream land yacht. RV ran off of batteries this first week that I had it. Got batteries recharged. Had to put power coverter on a different 110 outlet, because the one next to it was dead. Even after doing that I still did not have 12 volts coming out of converter. I found 1 fuse in panel below the drivers seat. Replaced it, still nothing. After about 1 1/2, everything started working, batteries were not installed. Once I installed the batteries, coverter quit working. Had to unplug the converter and reinstall the batteries in order to get the lights, etc back on. Any help would be appreciated. Thanks.
