I am buying a 2017 19' Flying Cloud and will be towing it with a Toyota Tundra which has a built-in brake controller. My Tundra instruction manual requires that I set up the controller for either electric brakes or electric over hydraulic brakes. Can someone tell me which is on the Flying Cloud?

If your brakes are original they are electric actuated drum brakes. If they were changed (unlikely) to disc brakes, they would be electric over hydraulic.

If you have electrically-activated Hydraulic brakes you will find the master cylinder mounted on the tongue of your Airstream behind the propane tanks, perhaps inside a grey colored steel box.
Or, Look at the wheels and you can determine if you have drum brakes (Electric)
or disk brakes (Hydraulic)

If a 2017 has disc brakes, there won't be any equipment located on the outside of the trailer like from years ago. There will be a small brake actuator, which is a pump, hidden somewhere inside the Airstream. Chances are you have the magnetic type drum brakes.
Welcome to the forum, Chris! Your owner’s manual would be a good place to start. Also the private seller or dealer should be able to help. You probably have electric actuated brakes IMO.
