Low Voltage 10V at magnets 2012 25FB EB

I have grabbing brakes particularly when I use boost. The setup is at max. #13 on a Prodigy 2 and still does not lock the brakes in the setup. The trailer is new to me but I was told it had only 3000 miles and it shows that way. The drums, pads, and magnets show minimal wear. The voltage at the junction box under the queen bed with the controller lever at full is 13.5v but only 10.5v at the magnets. Should be 12 - 13v. The amperage is 11.5A lever fully engaged (should be 12A but 11.5 is close enough?) at the junction box. I cannot find the connections past the junction box until the wire to the magnets comes out from the belly pan. I suspect a wiring problem. Does anyone have a wiring diagram for a 2012 25FB EB? Any suggestions as to the solution?
