Can you convert these Hydravac units to the Actibrake pump? Is the Hydravac maintainable, eg, some kind of standard parts that you can get at NAPA?

Yes on the first question, but don't believe NAPA or similar parts distributors will have parts for the original Hydravac unit.

The old style disk brakes have a welded caliper holder. Three out of four of mine had cracks in the welds. One finally failed and I had a sudden catastrophic brake failure. The design is poor and too weak for the weight of a 31 foot trailer. I would not try to attempt to salvage these brakes. If you are going as far as buying a new pump, I would buy a whole new system that is properly engineered and works together.
