Brakes Grabbing and Noisy

I've just installed two new axles on my '71 Overlander. The axles came with the complete brake set up. My brake controller is registering about 3.2 when I come to a complete stop. The brakes are grabbing (that's not the real problem since I know I can back down the controller), but they are making some clacking noise, too. Is it that they are just new and need to get hot and used before they 'settle' in? Thanks.

That clacking noise, is the magnets, when activated, hitting the armature plate, that's part of the drum.

It's perfectly normal.
