Brake controller location
The brake controller in my 'Burb was mounted by the PO at the lower, left hand portion of the dash somewhat near the parking brake release. It is not in the way, and appears to be happy there.
I was happy enough too until it dawned on me (while going down a hill) that I have to look down & around the steering wheel to find the manual override lever. I would prefer to keep my eyes on the road.
For various reasons, I am about to replace the controller, and am wondering if I should relocate the new one for safer access. Unfortunately, since I have only been trailer camping a total of two weeks now (I got my rivets during the restoration), I have encountered very few actual controller installations. Most people appear to acclimate to wherever the dealer installed it, which is usually in a location similar to where mine is now.
Any thoughts you care to share regarding the proper location of a pendulum-type brake controller?

I just installed a new controller (Brakesmart) and mounted it on the right of the steering wheel where I can push the button (lever) without having to search for it.

My solution to the issue was to go with a controller that has a manual remote on a cable that can be placed in a convenient location (I drape mine over the shift lever on my Cadillac). The controller is located along the lower edge of the dash, and the setup has worked wonderfully (I have used similar controllers from Hayes-Lemmerz for more than a decade), The Hayes-Lemmerz Energize XPC electronic brake controller with manual remote is described in the page at the link below:

While I am, and have been VERY satisfied with the Hayes-Lemmerz controllers, I do know that there are several on the Forums who do not care for them.

My is to the right of the steering column. Wouldn't want it any place else for the very reason you cited....

Controller location.
Controllers are mounted both to the left as well as the right of the steering column.
Doesn't matter which side, your personal preference makes the choice.
Most importantly, make sure that it is easily reached, in case of a sudden sway.
