96 land yacht parking brake dilema

i've got a 96 airstream land yacht that i recently bought. has no parking brake and the damn thing will roll like its in neutral when its in park. I replaced the brake shoes for the parking brake no the back of the transmission and the pressure switch on the hydraulic pump. the cable from the hydraulic box does not seem to be disengaging when put itno park or when the parking brake pedal is depressed. is there anyone out there that can help me? even the local dealer said they cant help me on this issue.

Please give me some input if you know anything about what i'm talking about
