99% sure they're electric drum brakes...

Standard brake is electric drums, where magnets riding along inner flat surface of drums respond to electrical signal from brake controller and cause brake shoes to expand into drums... Drum brake systems pretty standard for years, with only varying magnet shapes. I know Airstream experimented with some early hydraulic disk brakes, but don't believe they were using them in 1980... You should be able to look through wheel spokes and either see rusty drums or disks... There were no hydraulic drum brake systems...

Disc brakes were available on the Excella models in the late 1970's. This one may have them, if so there would be the actuator on the tongue and vacuum hookup for the tow vehicle. I believe that Buttercup has pictures either here in his picture gallery or on his web site.
