I'll throw a wrench in the works. Is that wheel locking up when you apply the brakes? I still think it's a broken/separated belt, but I don't want anyone to fixate on one potential cause to the exclusion of all other possibilities.

I worried about brake locking at one point a few months back. We were camped in Taos at a gravel/sand surfaced site. On the way out, I had my wife drive through the lot while I walked beside the tire. I had her apply the brakes several times to see if that one wheel would lock before the others. Nothing unusual happened. No skidding or panic grabs that I could see.

Then just the other day when I jacked the trailer up to change the tire, I pulled the safety switch on the front, to engage the brakes. The brakes did not completely lock, but both wheels on that side with the bad tire had about the same amount of brake energy applied. With a little effort I could turn both wheels about the same.

Frankly, I couldn't think of any other check that I could do on the brakes.
