I think you will find that Goodyear has not had a "recall".
The 5th wheel trailer industry is making these behemoths you see on the road and they spec a tire that is small due to trailer height concerns and also they don't want to pay for a steel/steel radial truck tire with 80psi inflation. Also, everyone is towing with turbo diesels at 75 miles per hour. The end result is that there have been a number of tire failures on original equipment tires. I think you will find that Goodyear has been making sales concessions to people with relatively new trailers that have experienced tire failures.
I have been told that Goodyear put a nylon overlay belt into the construction about 2 years ago which would make the new construction more desireable than the old but, if your tire is the ST225/75r15 LRD and you keep it inflated to the 65psi, you should not have a problem.
My trailer is a 1987 with tires that are nearly two years old. I will start watching them close for sidewall cracking as they approach 7 years old. My 29' loaded is at about 75% of the sidewall max load rating and I would think your 31' is about the same.
