So how do you find out the max pressure rating of a wheel without taking off the tire?

The max inflation should be stamped in the wheel, near the bead. It should be at the same place that shows the max weight, and size of the wheel.
it should say something like
"15X7
MAX LOAD 1625#
MAX INF 35PSI "
I will take my camera to work today, and if I remember, I will snap a photo, so you know what to look for.
