Red face spare tire release?

I have a '95 Airstream, a 34' Limited with near horizontal propane tanks. Yesterday I needed the spare that "dangled" beneath the tanks, secured by a wire cord and retaining device in the wheel. I could not figure a way to release the cord. Previous Airstreams had a metal frame to hold the spare. I assumed that what was what I had. But, alas, no. (Finally got the flat repaired.)

There should be a pulley you put the jack handle into, and lower the tire by rotating it, kind of like they have on pickups and SUVs.

Hello. I am a big one on loosening and tightening the lug nuts on my trailer at least once a year. If the get rusty put a little grease. Also checking spare. You were in a bad situation , good thing you werent on the side of the freeway in the middle of the night. Hope you find the release cord.
