Essentially, they buy the tires. But Goodyear wants the worn tires back. They put an RFID chip in every tire. According to Goodyear, it's not fair for the rich teams to buy lots of tires and then use them in tire testing at other tracks. They say it gives them an unfair advantage.
In my cynical view, that's true, but it also stops teams like my hero
Morgan Shepard from buying used tires with a few laps on them. Now only GoodYear is selling tires.
So now Nascar scans tires at each race to make sure they're GoodYear approved.
I worked many Nascar Cup races from 2001 to 2012 and never heard of a lease. But it's true.
(The reason I rooted for Morgan Shepard is that he's the forever underdog. And a nice guy. He'd be roller-skating to the garage because he didn't have a fancy golf cart.)
