The manufacturer saved a few minutes and a few dollars in weights in not balancing the tires. Out of balance tires will beat a suspension up badly as the wheel hops down the road. I have seen the front wheel hoping on a car and the steering wheel is vibrating in the driver's hands in a blur of motion.
