I am not aware of either Airstream plant "ever" using the vertical bolts.
That is why the axle moounting plates are used.
Use 2 bolts per side, thru the axle bracket, thru the axle mounting plate. That's how the axles were designed to be mounted for over 45 years.
You can burn them off with a torch, but be careful.
The aluminun can be patched if you burn it.
