axle question

I recently acquired a 1992 21' Sovereign and find that it has 10 X 2 1/4 inch drums (rather than 12 X 2) and has no shocks. How common is this? Must have been a cost/weight savings move but as the dry weight is 3800# and the axles are dual the weight per wheel is relatively low and the ride seems to be smooth.

10x2.5 brakes

?? Is this common ??
The rating (I don't know who decides this) for 3500# axles calls for 10" brakes. I'm still trying to figure out why my Tradewind with a 3500# single axle came with 12x2" brakes. I think it's a matter of "hey, we've got these leftover brakes and those extra axles, let's match 'em up"
