Very low humidity --no AC condensate?

Humidity at 14 %. AC cooling well, but no water dripping from tube near wheel well so pulled inside cover on AC and put little finger in the drip pan drain --only a little moisture and it appears after two hours of running that water is NOT being produced.

When humidity this low is it possible no condensate is being created? Or have I got some problem that is keeping water from collecting in drip pan?
