As Overlander63 noted correctly, it's more likely to be the fan motor. The compressor bearings are sealed in an oily bath, and it's very unlikely that they would overheat, and even less likely that you would be able to detect it if they did.
The answer to "Who can fix them?" is "you." It's pretty likely that multiple {like 20+) drops of oil in each bearing port will do what you want.
The hard part willl be getting on the roof; there's a zillion threads on how to do that safely, so read up.
Remove the shroud by removing the four rusty screws on top and lifting straight up. You'll see the fan motor, and above each end where the spinning shaft comes out, you'll see a little plug thingy - like 1/16" diameter - that can be removed with a pair of pliers. Fill the resulting holes with just regular old shop oil, like 3in1 or 30 wt motor oil. Put the plugs back in, put the shroud back on, climb down safely, and pat yourself on the back.
In the unlikely event that that doesn't work, you'll have to replace the fan motor. But I'm betting the oil works.
