Talking A/C fan slowed down

The air conditioner was working fine on my 68 tradewind, the fan slowed down and I have to spin the fan to get it started and continues to run slow. The compressor is kicking on, but it does not seem to be getting enough power, has anyone had this problem?

It could be the starting Capacitor on the A/C. They or it is usually a silver cylinder a few inches long with wires coming out one end. A word of caution they have a electrical charge on them and its like getting shocked by a spark plug. Don't touch the terminals even after its removed. It will still get you unless you drain the charge off to a grounded source.
