Range exhaust vent question

I am helping a friend repair a 1984 Excella. The exterior flap on the exhaust fan will not close properly, and remains about 1/2" open when the inside lever is in the closed position. The flap has a very hard wire that bends at a 90 degree angle and goes through a hole in a tiny bracket on the flap. I have tried changing the position of the bend in the wire, but with no success. Is this a cable like an old fashioned choke cable. My 1976 had a different set up and I have no manual for this trailer. Any ideas really appreciated. Thank you, Chris
