Exterior Hood Vent

I have a 1990 Excella A/S, and am curious about the exterior hood vent. When checking my RV parts catalog, it appears that it could be a Ventline product. What is strange is that it does not have a lockable damper and no evidence of ever having one. As a result, I have been stuffing it with a towel when traveling in order to keep out dust and road grime.

Does this sound like an original equipment product?

That vent sounds like the original, but it should have an exterior latch on it.
