When operating properly, the round tube above the LP burner (flue tube) should be at about 120-130 degrees, as should the absorber coils (the down sloping section of tubing in the center above the large reservoir). If they are cold....you ain't got nuttin'!!
The refrigerant must me hot to operate correctly and cool your fridge. This means that the refrigerant must be heated either by the LP burner or by the electric element located in the burner tube. It is a silver rod sticking out of the tube about 8" above the bottom of the flue.
