domestic rm 60 cooling issue

I have a LY 25 which I am rebuilding and am checking out the Domestic RM 60 on electric power. I left it on overnight and it only got down to 60 deg. It is out of the cabinet so its cooling is not effected by the chimney exhaust duct, power source is 120 constant. The heating element works great. the seal looks good and has good contact. What other issues could be at fault? This unit has been sitting for a long period. Should it be turned upside down to concentrate the ammonia?
