double glazed window film inside? Yikes!

Hi, thanks for the help. I just bought this 76 23' AS and it has double glazed windows with a tinted film in between the two pieces of glass. Of course it is failing and bubbled and not that great to look through. I'd appreciate any ideas and info on how to get good clear windows.

Also, the previous owners must have smoked like crazy. If I replace all the fabrics and floor coverings and scrub and paint the walls will it ever smell clean again? Any tips?

We use Kils products to seal in smell in the plywood floor and other non-replaceable porus items to abate odors from smokers, cats, dogs, fires, etc in my rental houses. The alcohol based products really works. Their Latex based products are not as effective.
