All the campgrounds at Palo Duro are really at the bottom of the canyon as far as I know. We didn't really explore on foot, but I think all trails go up from any of the camp areas. There are, I think, three areas that have hook-ups. The Mesquite area has 50-amp hookup for those who need it. We stayed in the Hackberry area because 30-amp is all we needed, the available site was adjacent to the showers. I think Hackberry has more shade, but less view of the canyon walls. There was one camp area that is not used because it had a partially flooded road way, even though we saw no rain while we were there. So, I guess the whole of Palo Duro Park could be evacuated in certain storm situations; because you are down at the "bottom of the tub". It's a very nice experience. And, I suppose if you really like hiking and biking, it could be very exhilarating.
