I would not want to rotate tires on this... Any idea what it is? Not an Airstream or Argosy.

An immovable object. I don't see how you could drive that thing, let alone back up. Probably need pull-through sites. A tire seller's dream and the technician's nightmare.

That reminds me of those fake inflatable tanks they used in WWII to fool the germans flying overhead. I think there's a little trailer hidden under all that. After all, look how the front end is being propped up by a stick!

Wow!
That looks like one of the vehicles from a British animated (puppet) show I used to watch when I was a kid. All the characters where puppets and all the team members vehicles could fly or float or go into outer space. And they always saved the world from impending doom! The newest Team America movie was based on this television show series. Ed

But let's not get off topic - What the heck is this thing?
Homemade? Bought? I might have to drive the 4.5 hours back + $40 bridge toll to find the owner and ask...

There was another called Captain Scarlet.
Whatever that rig is, it looks like it was built just to see if it could be done. It would only need that many wheels if it was a mobile headquarters for WeightWachers.
