Depends on your interests
Layed back? History? Bird watchers. Shopping. short travel.
Try Port Mansfield......fishing and sitting bu the Bay.
Bayview for close to the Island and a peaceful beautiful place to stay....very tropical.
Weslaco out to Mission for centrally locate "home base" activities..
Santa Rosa Birding.
Nuevo Progresso for a smaller but active Mexico visit...always walk across the bridge.
Visit fort Brown. Palo Alto battlefield....not much but it was the last battle of the Civil War.
Visit the King Ranch home.
Late March thru April the wild flowers on the King Ranch....drive up to Kingsville, over west to Falfurias then south again to McAllen and wherever in the Valley you end up.
The Zoo in Brownsville.
Note: the RV park at SPI is a pig pen.
The Valley caters to Winter Visitors. Many nice places with activities aimed at those visitors.
The citrus bloom is just starting...you will love that....some are allergic to the pollen.

If your talking about the one just over the causeway to the right, its always looked pretty clean to me and always crowded. We visited a friend that was there and it did not make an unpleasant impression on me. I have never stayed there but we have gone to SPI every summer for years.

I believe the one across the causeway is the KOA. My friend used to stay there each winter until the KOA took it over and jacked the prices way up. This year they are in the County park very close to the KOA and seem to be enjoying it and the lower price. We stayed there a few years ago and it was fine. Lots of restaurants and shopping in the area as well as the beach - although it has been extremely cold.
There are I think 800 RV parks along the border with Mexico running from Brownsville to Mission - we stay in Mission with almost every activity you would want - lot rentals at Bentsen Grove run about $525 a month ($1500 for 3 months) full hookups, electric & cable included.
If you need any other information send me a PM.
Cheers,

parochial viewpoint
I only lived there full time for twenty two years. My point of view is quite different than from that of Winter Texans living behind 12 foot walled in Parks with guards on the gated entrances. Regardless, you go down there with an unbiased attitude and you will enjoy it all.

Palo Alto Battlefield was actually the site of the first battle of the Mexican-American War, not the last battle of the Civil War. Thelast battle of the Civil War was the Battle of Palmito Ranch which is on the coastal plain east of Brownsville. There are some markers on Texas Hwy 4.
