Phantom,
When you're out west, most of the land is BLM, but along the highways it's often private, just in a narrow strip, but enough to keep you corraled on the highway. If you see gates in the highway fence that say "please keep gate closed" you can almost bet that it's BLM land and you can boondock to your heart's content.
In case you get there before we do, here's the detail for boondocking in the Vermillion Cliffs/Coyote Buttes area. Google the BLM for Paria River, White House Trailhead, etc. and you'll get lots of hits--some of the private pages are excellent. Anyway, call the BLM (not open every day in the winter, so you may wind up talking to Kanab or St George)--they are very helpful.
You should be able to get to the campsite with an Airstream, unless there has been a washout. The BLM folks should be able to tell you, or suggest alternate boondocking locations.

Hey Zep, this is great. Looking forward to this rally.

The whole area around White Pocket is incredible. I think a week is way too little time to spend in the area. Our planned boon dock camp is at the top of the map. You can get an Airstream down House Rock Road about half way to Wire Pass, but then you find some a gully that is no problem for a car or truck, but the dip is too short/steep for a mid-wheel trailer. House Rock Road maintenance varies--sometimes smooth, other times rough.
Wire Pass is the entrance for both Buckskin Slot Canyon and North Coyote Buttes, where the Wave is. You can see Buckskin Canyon under the arrow pointing to North Coyote Buttes. Permits for Buckskin and South Coyote are relatively easy to obtain. A permit for the Wave is very difficult, if you don't get one in the first minute [via the web] or so when the window opens for the month.
You can drive to White Pocket from the camp for a day trip, but it would be 2-3 hours in, then the same back out. Probably best to do a one night tent camp there.

Time to set dates and schedules?
I wonder if we might set some dates and schedules now and put them on the forum calendar. Got to make some plans. I'm itching to get on the road.

the 4CU is considering hosting one location per year. There might a conflict in April.
Never-the-less, I am proposing the following:
24 April - Buckskin/Page
1 May - Muley Overlook/Bluff
8 May - Sinbad I-70/Green River
Let's see an informal show of hands for these dates and locations.

But, the May 8th date is okay with me. I have teaching obligations thru May 1st. However, the rest of May thru say May 24th works well.

We could get all the dates in May if we didn't make each location targeted for a weekend. If we did 3 days at the first location, travel 1, 3 days at the second location, travel 1, then 3 days at the third location, the whole thing would be 11 days. If we started on 4 May (arrive the evening of 3 May), we might even luck into standby passes for The Wave, since it would be the middle of the week.
If it needed to be cut a little further, either make it two days at Muley Point (that would provide time to see at least two, maybe three anasazi ruins) and then two days (or whenever you want to leave) up in the Sinbad. That would allow us to arrive on the 3rd of May and split up on the 12th or 13th.
We need to hear from other interested members right away.

Zep,
These dates look good to me. I think we would do the Buckskin/Page and part of the Overlook/Bluff and skip the last location.
Sounds like a great trip foregoing campgrounds for really good scenery!

Photography rally permits
Hey Zep,
Are the dates firm and how do we go about applying for any necessary permits?

Here's a graph of high and low temps for each day in May 2009. Looks like perfect weather to me. Can't wait to enjoy the shoots and the good company.
