Too many unaddressed issues here for me. Who are THEY? What is done already by this group (?) to encourage my investment? Water? Elec? Sewer? Are these in, or is the promoter depending on my $$ to get this started? Are those beautiful views common to the property and for the investor or are they selected sites that are very limited? It would be interesting to have some of our Colorado forum folks comment on this. Wondering. . .Colorado access does sound appealing. Is this the way?

If you look on ebay there are similar schemes- that is the word I'll use-, although not AS specific, for your own acre or ten of paradise in New Mexico, West Texas, etc.

Looks like the winning bids are more in the $100/acre range rather than the $10,000/acre these folks are asking, though. For a hoot, search for "Van Horn Texas" as an example. Or just go to Real Estate-->Land to scope out the whole scene.
