Lived in MD 18 years, live in FL now. I can tell you from experience, most people in MD don't notice how much their government charges them or what it does with their money. Next time take a different route.

OK Doc, here it is: The Delaware $4 car toll is easy. Check google maps you'll see that going southbound you simply get off at the last exit before toll and keep right. I think it's the second traffic light make a left and about another mile +/- another left and you'll go right back to 95 south of the toll plaza. Simply do the reverse for northbound travel.
The Maryland toll is $8 for a car and $24 with a 2 axle trailer ( $48 for a 3 axle). This one is a little longer but not unreasonable. Again, refer to google maps. Northbound, use exit 89 and make a left onto Level Rd. ( MD Rt. 155) and go a couple of miles and make a right onto Darlington Rd. ( MD rt. 161) follow 161 until you get to US 1 and make a right onto US 1 north. Over the Susquehanna R. and make the first right onto Susquehanna River Rd. Follow this along the river and it will take you back to 95 just north of the toll plaza. This route is a bit more time consuming than that for the Delaware toll but hardly a long detour and the benefit is a $24 saving. So if you are in a rush and speed it worth that 95 is your route.

I guess I might use the Nice bridge going North, and go South over the Point of Rocks bridge which is free and well above DC congestion.

Since 301 is my alternative to the DC / Balt congestion I see no alternative for that one. Gotta bite the bullet on that route I guess.

How do you bypass Baltimore? The only way that I can think of is to use 301 on the eastern shore of Maryland and then cross the bay bridge in Annapolis. But the bay bridge has a toll too.
Route 3/301 is chocked full of stop lights, especially in Prince George's and Charles counties. I think that I'd rather deal with the traffic on 95 than the stop lights on 301.

For me 301 takes me all the way to the Delaware-Memorial Bridge so I'm outside of the Baltimore congestion. My daughter lives in Baltimore so sometimes we will meet for lunch if passing through mid day. The 695 loop is not bad off rush hour and brings you back to 95 below the tunnel. We've used that a few times with with our trailer.
