Hell's Canyon Scenic Byway
We towed the scenic byway (FR39, 45 miles) this time of the year in 2011 as part of our trip from Lewiston to the Baker City rally (north to south). There's a couple entries in DHC-2 Member Photos Page 15 of that part of our trip. At that time it was a very worthwhile trip and I compared FR39's pavement to Spokane's city streets, 35 mph or slower. A few potholes here and there but definitely doable. OR350 out of Joseph is a well maintained state highway, as is OR86 at the south end. FR 39 was not well marked at either end, so go slow when you think you are in the vicinity. According to the Forest Service, the road is open and cleared. The road is scenic, however, it goes through the forest. There is a well marked turn off from FR39 to a scenic overlook of the Snake River Canyon which is worth a stop. There are dirt roads loading off at numerous points which may offer better canyon views - we didn't try them. There are a few switchbacks descending into the Pine Creek drainage on the south end, just a bit of slower driving. Hope this helps. Have a great trip!
