Gambrill is ok, but personally in the Frederick area I would gravitate towards Cunningham Falls near Thurmont MD. More specifically the "Houck" area of the park. It is however a bit further away from Rockville than Gambrill.
BTW, if you want camping even closer to Rockville, you might look into Little Bennett Regional Park near Clarksburg. About halfway between Frederick and Rockville.
