Front Mount Bike Rack?
Technically, you can get a ticket for obstructed vision having a crack in your windshield..
I may be pushing it here

I've done it that way for 14 years pretty much all over the lower 48 and Eastern Canada and no one has ever said a word. Don't drive at night, though...
