We have used the state park campgrounds. You need the usual vaccine paperwork but they were dog friendly places. Going for the class of 06? If so call and you may be able to park on the reservation. Expect security to be like nothing you have ever seen for graduation.
http://nysparks.state.ny.us/parks/info.asp?parkID=57 I think this may be close.

When I was a kid (see avatar), we used to have Metro NY unit rallies right on West Point. Maybe someone had a cadet going to school or something, but it was real cool camping right at West Point. Most military installations have camping as long as you have a sponsor.

Find a place there to board the dog. You aren't going to be able to take the dog into the stadium and it can be really hot so leaving in trailer is a risk. Visit dog, take dog to the outdoor events leading up to graduation, ect. and be able to attend those were dog is not welcome....

just fyi - we were able to stay on base, and the dogs were fine in the trailer. Luckily it wasn't too warm that day...
